Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are waged: positive announcements are issued from different nations. Immense energy is devoted on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from across the border, a capacity provided through timely intelligence. From witness perspectives, military aircraft that had been dispatched to engage hostile aerial threats flew past – modern combat jets supplied to Ukraine by European allies.
Shortly after, Kyiv's missile defense activated: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by partner states. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to sober acceptance: possibly the approaching threat won't hit its mark this time, sparing the city from devastation and further power outages.
Continuous Dangers
Soon after, a heavy machine gun fired at a unmanned aircraft close by, part of a defensive team – most likely Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its target.
With pauses, this persisted until dawn. Kyiv faced the morning news: seven people killed, damage and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's essential dependence on Western support – a need that regional partners are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a assumption well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unfeasible to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's south or east.
The issue is that while recognising this factual reality, American administration does nothing to discourage Russia, through statements or actions, from believing that the current condition will not evolve additionally in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a complete military breakdown until situations evolve in its favour.
Existing Situation
Realistically, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Conclusion and Outlook
It took a mere seven days to terminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all served their function.
While new plans based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
